<title>Quality Management-Quality Manual for Multi-Location Enterprises</title>

<description><![CDATA[ While numerous successful models of ISO 9001 quality management systems have been developed and are being used in various industries, approaches to documenting top level management systems for multi-location enterprises are limited at best. This article discusses a method for establishing an ISO 9001 top-level documentation structure that allows a business with multiple facilities to use common quality management system manual. This model significantly improves consistency of the corporate message regarding quality policies, while reducing the number of documents within the organization's quality management system.<br /><br />Working as a QMS Lead Auditor for numerous international ISO registrars, I assessed numerous big multi-facility organizations that had difficulties with synchronizing their home office ISO 9001 quality manuals with the corresponding documents controlled by their sites. Designing quality manuals for companies with multiple sites, organizations develop their sites' quality manuals as copies of the corporate quality manual; other enterprises create facility-specific manuals that are totally autonomous and do not correlate with the corporate ISO 9001 manuals.<br /><br />In reality, these solutions do not provide for a consistent representation of the organization's position on quality. The first approach, when a copy of the home office quality manual is used, techniques for controlling local quality manuals are usually not determined. Differences in the corporate manual and the site's quality manual are because the corporate office manuals are managed by the home office, while site's manuals are controlled by individual sites.<br /><br />In the case of the second approach, when organizations allow their satellite locations to have their own quality manuals independent from the corporate manual, differences in quality manuals may create major disconnect of the corporate and local ISO 9001 quality manuals.<br /><br />From the corporate identity and simply business consistency points of view, an organization should not find itself in a position of having different or conflicting commitments of its facilities to quality, customer satisfaction, design approaches and other requirements of ISO 9001 standard.<br /><br />One of our large customers demonstrated this point well. The corporate ISO 9001 quality manual addressed majority of the requirements of the standard and referenced appropriate regulations. At the same time, one of their US locations did not reference required ISO 13485 standard, Mexico facility missed a commitment to compliance with regulatory requirements, yet Costa Rica site failed to document their ISO 9001 quality policy all together!<br /><br />As we can see, both approaches to creation of location's ISO 9001 quality manuals as copies of the corporate manuals or independent manuals do not appear to be practical. Besides, if a company has already spent time on developing a quality manual, why should another employee in the same organization spent more time to create a similar or duplicate document?<br /><br />Fortunately, there is a solution. Let's review an example of ISO 9001 2008 quality manual model that references procedures. Our quality manual references supporting documents within the text of the manual. For example, element 4.2.1, Documentation requirements, general, may read: Your Company, Inc.'s QMS documentation includes: documented statements of the quality policy per the Quality Policy and quality objectives per the Key Indicator Matrix,<br /><br />This model proved to be effective for a single-location company. This approach will also work for a multi-site business, but only for common documents that are used at all locations. For example, such procedures as Internal Audit, Management Review, Corrective and Preventive Action, and others may be the same for your all facilities and therefore be referenced in the quality manual as shown above.<br /><br />However, what if our locations need to use different organizational charts, product realization procedures, and other site-specific quality management system documents? If we use the model above and want to keep a common ISO 9001 quality manual, we have to reference in the manual corresponding documents for all locations which may not be practical. Below we will explore how a corporate quality manual can practically reference location-specific documents to support commitments of the company's common ISO 9001 quality manual.<br /><br />A method identical to a single-site organization can be used when the number of facilities is relatively small, let's say 2 - 3. For example, clause 5.2, Customer focus, of our ISO 9001 quality manual may state: Your Company, Inc's Management Team ensures that customer requirements are determined and met with the objective of enhancing customer satisfaction per the Design Management Procedure, Contract Review Procedure HO and the Contract Review Procedure SP. This example references to the common Design Management Procedure and facility-specific Contract Review Procedure HO (Home Office) and Contract Review Procedures SP (St. Petersburg). This approach works well for a company with limited number of locations, but it becomes unworkable when the number of facilities grows.<br /><br />For companies with a large number of locations, where we need to reference numerous documents in the manual, including those controlled by satellite locations, we have another option. We can establish a document to connect corporate quality manual commitments with the site-specific supporting documents. Let's name this document a Manual Reference Matrix and consider the following document reference structure.<br /><br />Corporate ISO 9001 Quality Manual section<br /><br />Manual Reference Matrix Table of Contents (ToC)<br /><br />Facility Manual Reference Matrix<br /><br />Facility-specific document<br /><br />We will structure our Manual Reference Matrix as a list of all facilities and their corresponding Manual Reference Matrixes, as shown below:<br /><br />Manual Reference Matrix Table of Contents<br /><br />Home Office (Denver, Colorado, USA)<br /><br />Ontario (Canada)<br /><br />Cleveland, OH (USA)<br /><br />Lima (Peru)<br /><br />Portland OR USA<br /><br />etc,<br /><br />To show how this approach works, we will document element 6.2.1, Human resources, general: Your Company, Inc.'s Management ensures that personnel performing work that affects quality of product are competent on the basis of appropriate education, training, skills and experience per the Resource Management Procedure and facility-specific training procedures per the Manual Reference Matrix ToC. This clause indicates that the organization uses the corporate Resource Management Procedure and facility-specific training procedures. To locate a facility-specific training procedure, one simply needs to go to the Manual Reference Matrix ToC.<br /><br />Clicking the hyperlink Ontario (Canada), for example, we will find a site-specific Manual Reference Matrix. Locating a specific element in the location's Manual Reference Matrix, we will find a particular, location-specific document that corresponds with this clause of out ISO 9001 quality manual.<br /><br />Our experience shows that a Manual Reference Matrix works well as a 3-column form with the 1st column titled Corp. Manual section, the 2nd column Corp. References, and the 3rd column called Site References. <description><![CDATA[ Companies have compensated for the lack of coordination of logistics activities in the supply chain. Inventories fill warehouses, trucks wait for loads, customers get lower fill rates and shareholders get less return as a result of gaps in software and methodology.  This article explores gaps in the internal supply chain that cause inconsistency in what should be a smooth flow of information and materials.<br /><br />Production and distribution even in the same plant are often not tied to each other.  Distribution complains that they are the recipients of push from manufacturing to distribution.  In the internal supply chain, the logistics of push is hard to deal with.  Each hour the warehouse is faced with decisions of where to put product as it arrives off the line. This is far from a linked activity. <br /><br />In the sad but true category is the story of the pushy purchasing manager who got a promotion by getting a different bottle supplier for a filling plant.  The supplier was miles away and unable to keep up, forcing the production lines to be scheduled based on what bottles could be delivered.  This purchasing decision to switch suppliers, which is not uncommon, saved little and created a rift between manufacturing and purchasing while creating a dysfunctional supply chain with more of the wrong inventory filling hastily secured outside warehouse space.<br /><br />In large companies where the transportation department is divided into operations and procurement, the linkages here are often weak as procurement works to find the best prices while operations are more concerned with availability, quality, and payload.  This approach does little to optimize the supply chain.<br /><br />At headquarters, Distribution Requirements Planners create movements from plants to DC's.  They do this without regard to supply chain costs or the products themselves.  Take, for example, the case of store-ready displays that cannot double stack inside a truck.  Instead of mixing them with other products that they can stack on, planners ship straight loads that neither cube-out nor weigh-out the truck.  In one recent example, the shipping plant identified a 30=% savings for being smarter.  Unfortunately those up the information supply chain ladder chose to ignore this advice from the trenches.<br /><br />There are systems that support the integration of the internal supply chain.  These execution systems plan short time intervals " often as short as 10 minutes.  In this way, they coordinate the use of shared resources such as dock doors, inventory, and people.  This, combined with an incentive system that is consistent across the whole operation, makes everybody work to the same end.  A good example of this is requiring certain profit and capital milestones be met before anybody gets bonus.<br /><br />The systems that coordinate activities are relatively new on the market.  By replacing existing load builders, an optimizing vehicle load builder can provide detailed execution instructions to the loader and ensure damage-free, optimized axle-weight, maximized, or cubed-out loads.
